What's with the cool background for this one giveaway?

It looks very cool, and I think all giveaways should look like this. I'm asking, though, why this is the only one I've seen that's like this?

This was posted somewhere else, probably buried somewhere in the forums now. I think the answer was that the submitter is also the game's creator and/or a friend of cg.
