I think that's a minimum sent/win ratio. So if you won 100 games, you need to have gifted at least 60 to be in this group. More than 60 in this example is fine, of course, but no less.

The rules you quoted are once you're in the group. Those ratios are for Box of Kittens GAs only, not your SteamGifts total stats.

Answering your question: It just happens that some people are lucky. If you suddenly win lot during a very short period of time, you'll be given as much time as you need to fix your ratio as long as your ratio won't drop even more.
If you have a person from the group on your blacklist and you have your reasons to keep them there, it's up to you if you remove them from your blacklist or not.
