My account is not trusted so I buy a game for gifting in the Steam inventory, by the time I do this my account becomes trusted because I bought something from the store and there is no 90 day limit for me, for you, for everyone, the limit is not just there... If you legitly buy the game...
You purchase every game/gift from the Steam Store... Buying a gift removes you the untrusted account status.

Steam just wants to make sure that there are no accounts created, which buy a game, trade it and then cancel the payment in some way. There is no way, you could cancel a payment after 90 days and that's why Valve considers those accounts as trusted.

I think this is more about preventing people making accounts from different regions of the world only to buy and gift themselves games cheaper.

Does anyone know if this affects sending gifts the old fashioned way (sending them to your own email and resending them via the gift window in steam) at all?

Only gifts that are purchased on trusted accounts can be traded immediately; otherwise there is a 90-day cool down before the gift can be traded. Any account that has made any valid purchase from the Steam Store more than 90 days ago is considered trusted. This is to ensure that all games traded are valuable, and help prevent fraudulent purchases for the purpose of trades.
