You will have to wait 48 hours (since replying to the negative), get at least 100 votes (you will probably have reached them in ~30 hours), and at least 60% of the total votes need to be "Remove Review".

Its driving me mad currently at 81% of 54 votes not sure why the 10 people voted for it to stay when theres no evidence unless you just get people clicking to keep it for the sake of it hopefully by the time it gets to 100 or 48 hours it still above

I know right even questions it himself but then goes on to say he doesn't believe I'm innocent in this and then tells me to prove I'm not involved

1) Anyone can vote. Even 0/0 users who have no idea what's going on.
2) He can ask his friends to vote (he has at least 2 friends who are on steamtrades who have given him positive reps)
3) The same scammer who impersonated you can vote with his 5-6 accounts
4) There are other scammers on steamtrades who enjoy voting on those reviews
5) Most of the people vote based on gut feeling. You don't have high rep so they might think that you scammed him.

Nothing is stopping anyone in any way from making as many accounts as they want, giving negatives to whomever they want and then voting them to stay with same accounts. It's like all online polls where any bored kid can troll as much as they want.

You don't, you just learn to live with it. Mine is over three years old and still going strong.

Your's was cleared back when ST was still a part of SG.
Nowadays Steamtrades is NOT a part anymore, therefore support has no authority there. They can't do anything over there anymore and because of that won't respond to anything ST related.

ST rep system has somewhat lost its meaning to me, since there's no way to get false negatives removed, and no, the community clearly isn't up to the task given to it, when a negative like the one i got, remains
ST needs proper moderation, besides the current vote system

not surprised yours remained tbh. How would someone know whether you really traded (in which case you're possibly a scammer) or if you never traded (and the other guy is mistaken) ? Both claims are unsubstantiated, I myself always vote "skip review" on these.
tbh the only way to delete such a -1 would be to contact the guy and ask him to remove it.

Is the review voting system anonymous, or can anyone see whose voted on what?

How do I get a negative review removed. I have no idea what the total votes need to be.
Someone has left a negative review saying I scammed him but linked a completely different account and even asked if it was me or a pretender he hasn't put any evidence there and i haven't got any either as i never added him before this happened. He commented on a trade and asked if i wanted a game and i then asked what he wanted in return and never spoke again as busy with my baby. When i came back a few hours later the review was there and he had been scammed but the account listed was a completely different name and we have never had the same steam name as each other so cant see how he thought it was me but a few people are voting to keep the review so just abit worried it's actually going to stay there
