I rarely create giveaways for anything but my bundle leftovers so I'm already spending that money anyway and as it's bundled there's minimal CV to be earned from it if I did care about that. As for competing against me, the whole sites doing that anyway. Winning games is great but if I want the game that bad I'll just go and buy it. I'm not breaking the rules, as for the rest, let them eat cake.

If you are going to report because you do believe in the "sanctity" of steamgifts or out if some righteous sense of right and wrong in this place, then reporting AFTER benefiting from supposed rule breaking would make you a hypocrite and every bit as bad.

The game was originally slated to be activated by the regifter. If that person gives the game to someone else, the recipient is free to accept or reject the gift. If the recipient accepts the gift and activates the game, he or she is simply accepting what was given; a game that belonged to and was at the disposal of the person giving it. In such a case, the regifter is the only person doing anything wrong. Regardless of whether or not the recipient of the regifted game decides to accept or reject the gift, Support wants to hear about the regifting itself because it is a violation of the rules.
Here are a few possibilities in such a situation:
Generally speaking, the simplest solution is to activate the gift and report the regifting. (The third option takes effort from the recipient and has no guarantee of success.) It may turn out to be something other than regifting (e.g.the guy had an extra copy), but Support can check it out.

It's hypocritical for someone to complain about rule breaking and then choose to benefit from rule breaking. If he genuinely cares about the rule breaking, he shouldn't seek to benefit from it... By benefiting from the rule breaking before complaining about it, he basically says he doesn't find it morally wrong, he just wants to 'get his' and the dump someone else in the shit, just because he can.
If he truly found rule breaking reprehensible, he wouldn't take the ill-gotten key. I'm CLEARLY not arguing about the legitimacy of taking the key (you'll see my first recommendation was to just take it, mark as received and leave it at that), just that he's a massive hypocrite for thinking that rule breaking is bad, while being happy to benefit from it.

I dont know where you get that I seek to benefit from rule breaking. I actually think that regifting and rulebreaking is not ok. I am not going to take the game if he posts it, but I want to be sure that I dont get punished for not activating the GA.

You could ask the creator of the original giveaway (search for a giveaway from that user and ask there). As JasmineMcCoy says below if it was me I would rather have the winner of the second giveaway got the game and then report the user so he doesn't benefit from it.

We do not punish people for following the rules. If you accept the game (and activate it), you are within your rights. See my response, below, for a more detailed explanation.

i disagree.on three counts.
You seem to be under the impression that the person receiving the gift is happy the rules were broken. While I admit that is possible, it is highly unlikely. People who are constrained by rules are generally unhappy when someone breaks a rule they are all expected to follow. I have yet to run across an instance of a SteamGifts user being happy about someone misbehaving.
You seem to be under the impression that receiving the gift is somehow "wrong," when it is not. We are not talking about something which is stolen. Rather, it is misappropriated. The regifter is entitled to give a game, and the recipient is allowed to receive it. The only problem is that the regifter has chosen not to give a game separately bought, but has instead used one which should have been activated on his or her account. In effect, A gave the gift to B, who then gave it to C. In such a case, B is taking credit for gifting the game to C, but it is A who is the "real" gifter. Why should C feel guilty for following the rules and accepting a gift from A? Answer: he should not.
You seem to be under the impression that not reporting the regifter is an acceptable option. Not really. If nobody reports the infraction, the regifter will probably continue to break the rule until caught by some other method. This is undesirable at best, and harmful to the community at worst. We live in a time when many of the world's ills are the result of people turning a blind eye to the wrong that occurs around them. If we cannot prevent evil with our hand, then let us prevent it by speaking out. And if we cannot do that, then let us at least hate it within our hearts, and that is the least of Faith.

hi, i have a question on the 3rd point.
if:
i receive an obviously regifted game,
i remind the creator what will happen if he regifts,
i give him back the game,
and he activates it.

You do not mark it as received, for you have not received it. The giveaway creator may either choose to have the giveaway deleted, or he may choose to get you a copy of the game. (He may or may not need extended time to do that for you.)

that option seems to be the best, unfortunately i doubt it will ever work... at least in most cases. i mean, if they are regifting they probably don't even care about the rules.
(not that i ever checked a creator for refits before winning something)

On those occasions where a giveaway creator mistakenly thinks he can regift, then is corrected, and then activated the game on his own account, sometimes he deletes the giveaway, and sometimes he buys another copy of the game for his winner.

1 seems to be the general support consensus as in the past with the large scale (10K+) giveaways they generally let the regifting wind up before starting with the suspensions

U should always check as well if the person activated your game after 7 days älthough maybe majority don´t care as long as they get their cv and a mark as received its exactly this wich is why regifters can get away sometimes before getting caught.
speaking to people in general btw * in terms of what to do i would report the guy but than again i usually check their wins if its a common regift type of giveaway u see here such as overture faerie solitaire and several others

I have just won a GA, and I can see with 99,897% certainty that its a regifted GA. He has not posted the key yet, but assuming he will when he gets online, should I mark it as received or what would be the correct action to take - any opinions ?
