No it isn't. It's the base game + DLCs = GOTY. Now they named it definitive and increased its price.

You can safely use this formula for almost any games. So far the only game I know as an exception is Mafia 2.

real question is. is base dishonored same as definitive? i have most of the achievements on dishonored. but if i bought definitive will i be able to get all the achievements again. like you can in skyrim SE and bioshock definitives and stuff?
