Report him on SteamReps.com, assuming you were wise enough to save a screenshot of the chat log and transaction, and move on.
Also, trading with someone who had the name "PlzDonateSkinz" may have rung some alarm bells…

Report him on steamrep, -rep him on steamgifts, and open a ticket on steam support. I hope you have some proof, because it's important to report him.
