I've only had bad experiences with bluetooth mouse + keyboard. I just personally opted to get a combo (mouse + kb share the same dongle) with a usb-c to A adapter for my Steam Deck. Granted if you want to charge (or plug anything else in), oof.

As long as it is an actual Bluetooth device and not just "wireless", the USB dongle is only needed, if your PC doesn't have Bluetooth itself. While the connection quality might be better with the respective dongle in some cases, especially for audio devices like headsets, you should be able to pair any bluetooth device with your Steam Deck without the use of a dongle.

I don't see why it shouldn't. Bluetooth is a standard. You might not be able to use any special features that come with the Dell drivers/software, since those aren't available for SteamOS, which is Linux based, but pairing and using as a standard mouse and keyboard via Bluetooth should always work.
