I've got a lot of card drop games, but I'm kinda lazy to download 10-20GB(my connection sucks) worth of data just for few cards, is there a way to run make Steam think we run the game without downloading the whole game? I remember be able to do this on Ragnarok Online with Openkore. I also heard someone be able to run TF2 in linux without downloading the game.

If you have HL2 installed, you can make a steam_appid.txt file in it's folder and write inside the appid of the game you want to "play". Then just run the hl2.exe and Steam will say you are playing the game of which appid you wrote in the .txt file.

Dunno if it works with more games other than HL2.. Oh and you have to actually own the game which gametime you want to fake :P
