Considering the fact that re-gifting takes place even after these bans being placed and rules being set... I assumed that there must have been loads of re-gifting b4 the rules/bans ever existed.. thus 40% seems to be a valid estimate.

It's always been a rule to NOT RE-GIFT WON GIFTS. Always redeem all wins on your own account.
Also, this 40% crap is so entirely arbitrary it's amazing. You've been here a month, what are you even talking about? Probably half the people you've seen "re-gift" were gifting a game they also entered a bunch for, due to wanting to give away something they knew people would want, as they themselves also wanted it.

It's neither ethical, nor is it allowed.
You have to activate the won game on your own account (as stated in the site's rules) - if you don't you face a suspension and maybe a ban if you keep violating rules.

Just report them, i saw how moderators delete re-gifting giveaways and sometimes they ban ppl who do this.

There's also huge giveaways of 25.000/5.000 copies of devs or other people.
Not to count any giveaways with more than one copy, but oh well.

I highly doubt it's 40% for regifted games. Honestly, trading off games/not activating them is more common then regifting.
If I had to guess stats, it'd be 5% regifted, and 10% unactivated.
And no it isn't ethical. If you don't want a game you shouldn't enter for it just to sell/trade/regift it. That's fine to do on sites like playblink but this site is to give gifts for people to actually play.

Had this happen to one of my giveaways. They not only relisted it here, they won another giveaway for exactly the same game the following day which they then added to their library, so they not only got the game they got a free giveaway and CV out of it. not cool.

I regift things all the time. I gift someone one game, and they gift me another! Then I gift it out on steamgifts! Every gift I give on steamgifts is a regift!

Heres what the statistics look like currently:
where Received gifts are valued at: 5.0M.
Out of which, 40% of edit: 1-COPY GIVEAWAYS can be assumed to be re-gifted articles.
So, heres my question... Is it ethical to re-gift won gifts?
I see lots of people practicing this and increasing their contribution-levels, when in fact they are not really contributing using their own money.. but are actually snowballing or cycling the same gift.
It may seem fine as maybe one could say that they did not want their won gifts and entered the giveaway by chance and therefore they are giving it back to the community. But it may not feel right to the person who had spent money to contribute to the community rather than having it received as a gift.
So, what do you guys think about this?
Ethical or unethical? Should be considered as contribution or void giveaway?
And, if it is unethical. Why do people still do it?
