You must be really pissed to just throw a key away. I mean, it would have made an awesome GA. Anyway, I feel your pain, choosing for adults what they can or can't play is beyond ridiculous.

This is strange. Techland employees said that the global (ROW) version of DL2 will have no regional restrictions and can be activated in Germany.

youre talking about the first one, no? the second dying light is available in germany and also has a USK rating.

Did you try to refund or exchange it? Maybe the store has multiple versions and gave you the German version by default based on your location. I would have tried to let them know and ask for a ROW key.

Considering cuts, ROW or WW keys have no regionlock for Germany but you have to buy a key from a region that can actually be activated in Germany, since "normal" region locks still exist.
It looks like, for example, CDKeys delivered keys from RUS/CIS-region to pre-ordering customers from Germany. And those keys can not be activated within the EU. Just like Humblebundle does.

So, yeah, not every ROW/WW-key for Dying Light 2 can be activated in Germany. An UK-Key or, even easier to get, an AT-Key should activate fine.

Edit: By the way, "? = second letter of the word GhostBusters" is not the right description for the hidden letter. I tried it with the correct letter and - also being from Germany - I get: "Sorry, but this product is not available for purchase in this country. Your product key has not been redeemed.". So the key might still be valid.

I haven't played the first game yet, so even though it would be a great game to have, I won't try to activate the key.

Am curious....could you open a new account with address from different country and use a VPN?
Might be against rules but would it work?
