You should only enter to win giveaways for yourself, and if you win a game, it must be activated and redeemed to the Steam account used during registration. If a friend is interesting in joining giveaways, they'll need to register for their own account.

Yes, if you win a game you must activate it on YOUR account. Otherwise, you might as well not enter the giveaway.

You can make a giveaway of the same game as long as it is another copy you've bought/traded for.

1. You can, as long you activated your won copy;
2. Yes, it's mandatory.

You ahve to activate game you've won on your account. If you do so then you are free to make GA for this game - as long as you buy it yourself, not give away copy you won.

Not activating / regifting won game will get you suspended. Repeated offence may get you permabanned.

yes u have to activate it, else you are risking getting banned!
So only participate in GA's, which you really want to play.
