Im 100% happy with this, and i was wandering, if you are going to give the key trough chat, it might be a good idea to send a bad one first and ask if it worked, if he says yes, we all know. That way the gifter can have the certainty that the winner tried activating the key.

I'm sorry, but how is this a good thing? Suppose my friend wins a game, and decides to give it to me instead. According to this rule he would be banned? If it's a matter of proving whether or not they received the item it's as simple as having both parties forward the steam email generated when you give a game away and when you receive a game. What is the purpose of forcing someone to activate a game they won by random chance?

Your friend is only allowed to enter games for themself, not for you. That just makes it fair for everyone. Without that rule, a player could increase their chances of winning by recruiting friends to enter giveaways for them (or worse, by using multiple steam accounts).

It's been brought to our attention that the language used to describe this process hasn't been very clear. While the language in the FAQ has been updated to reflect a better understanding of the policy, this has always been the policy we've enforced. Previously, it was only listed in full when creating a giveaway. I want to update you all on the change and answer any possible questions.
We've always taken reports of members not activating their gift on their account seriously. After 7 days, please report the winner of your giveaway if they have not activated the game on their account. This behavior could lead to a suspension if it's discovered the user no longer has the gift in their possession.
I'd like to thank everyone for coming forward expressing their thoughts and opinions on the matter. We appreciate any feedback and suggestions. We understand that SteamGifts is a rapidly evolving community and, from time to time, we may have to sort the language out to better suit needs of everyone.
