Females are allowed to go around topless in public, it's not illegal only discouraged.
What more, police can't arrest them, if they do you can claim sexual discrimation!

Only in certain municipalities - most have explicit regulations on public dress.

For instance, some even go so far (to this day) as to state it is illegal to go out in public dressed in clothing "unbecoming" one's sex.
