Shouldn't it be 13 points or sth like that, since the game includes 2 copies and people are only giving away one of them?

the game costs 25. you can't buy it for 13. the devs are just so nice giving you the second copy for free, if you buy it from steam.
if you are getting it here for free, you don't get that extra free copy. so what's your problem?:)
