I know how the down arrow works - the point is to reduce the number of clicks for the user to see these giveaways. If there is some reason to show giveaways you've already entered (advertising), maybe ensure that at least 1 of the 2 shown by default come from the pool of giveaways you have not entered. This is a suggestion for improvement of ease of use (and visibility for unentered giveaways) if that's not clear.
These developers want people clicking on their giveaways and seeing their info - reducing the number of clicks it takes to see their giveaway and get to the info is an improvement that benefits both parties. Highlighting (putting at the top) info on a giveaway the user has already entered doesn't really benefit the dev or the users - the user has already seen that info and unless they click the down arrow they may miss the info on the giveaway they haven't entered.
Analytics show that anytime there is an extra click involved to accomplish an action, the dropoff of participation is significant.

The 2 developer giveaways appear to be random - which is great -if you are not entered in them - since it help you see the giveaways and does not give a preference to one developer over another. However, if you are entered in some of the developer giveaways (which you have obviously seen), it would be better to have the random 2 you are shown be ones you are not currently entered into (and may not have seen yet). This would probably benefit both the developers and site users - in that it would achieve better visibility for the devs and better usability for the users.
