Uplay game with steam key and some more questions

Soo... I live in Ukraine. Nice country, nice beer but its located in ru-cis region. This is a problem because I want to giveaway some nice ROW games (rarely bundled maybe?) in my group. Steam store is useless. Other western stores' prices most of the time hate my wallet. I also can buy from russian shady resellers, but I cant giveaway such keys, because I dont know will they work or not. And in the end I have Uplay.
I read somewhere that when you buy game on uplay wich has steam drm you receive a steam key for this game. I read it about Fallout 3. I dont care if I cant keep uplay game, I just need a steam key. is this will work?
And additioanl question. What legit store is the cheapest in your opinion.
