steamgifts points system

...I know this may have been answered already, but due to the site's lack of forum search, I cba to wade through 1000s of threads to look for a similar topic,

So, the question is: can someone tell me is there a faster way of procuring steamgifts points instead of just waiting for it to accumulate? Also, if you lose out in one giveaway, are the points refunded or not?
