Also for the private profile, we have to check if the wins are activated on his account or not.
I was going to report him for winning the same thing twice, but it looks like we're only supposed to report it if it was in the past month?
You can get a reroll if there is a non-activation (or multiple win) in the past month, regardless of the winner having already been suspended or not. If it's over a month but they haven't been suspended, we suspend them so you still get a reroll.

No, you can report it anytime, if he hasn't been reported and punished yet he then will be, no matter how long ago it was. This one month thing is if he has been caught breaking the rules and punished within the last month and you still want to reroll, you can. If it's an older infraction and he served his punishment already, you can't.

So the winner of one of my giveaways raised a few red flags when I was looking at his profile, but I'm not sure if he actually broke any rules:
-Over 5 times as many gifts won as given away
-Often gives away games he's given away before
-Private Steam profile, hasn't accepted my friend request
-Won a DLC pack twice in two different months, also gave away that same DLC pack twice around the same time
-Hasn't marked the game as received, it's been 3 days (though I checked my steam inventory and I can see he hasn't redeemed the gift either)
-The giveaway he won before mine was marked as not received
-Trade rep is +1/-0 without having any trades
