Steam Trade Bot: Legality and Best Choices

I was looking around to know if trading cards with these trading bots is legal and, if they are, which are the best options to do trades.

Also, I found 2 codes to trading bots using google (Jesse and Dr. McKay). Both are most used for TF2 as I see, but they can be used for cards. If these bots are legal, i'm thinking to put one into a private community to serve our members, but I couldn't find a good installation guide for those.

Well, in their ToS they condone all kind of bots/automation. But I see trade bots with more than 2 years... So there is a white line somewhere, just want to know if it exists for everyone or only for accepted traders
