Heya! I wanted to gift a game to my friend (we currently have the same region set up, which is Malaysia) but she is currently in South Korea for her studies. I can proceed to pay for the game (usually I can't if there is a regional price difference), but she is unable to add it into her inventory.

Is there something wrong that I'm doing? I really want to gift her Hatoful Boyfriend and LiEat when the Steam Winter Sale starts D:

For context: I tried to gift DST to her during the Autumn sale, but she can't accept it, so I'm worried that I can't gift her any game through Steam

Does she try to add it to the library or store as a gift for later? it's not possible to store games inside the inventory for years now.

She tried to add the game to her library but had an error stating that the item is restricted from her country, which doesn't make sense considering she didn't change the Steam Store's country to South Korea D:

Did she pay in the shop using the South Korea payment method? Like Credit Card.

Previously you could change your region on your own, by writing to Steam Support. Now you need to pay with regional payment method to do so. I just don't know if change is automatic.

If region is fine then Golwar explanation is the best I can think of. I do live aboard for 2 years now, and did not change my region. And never had problem to activate game. But can be that I was never sent game from cheaper country.

I guess when you buy the gift for her, Steam checks her account settings, which probably still are the same as yours, Malaysia. That's why the purchase passes.
But when she tries to activate it, Steam checks her IP and the activation is canceled.

I suggest to buy her Steam keys instead, there aren't any region locks afaik.

Yeah I have a suspicion that her IP address is playing the part here

Alright I'll get Steam keys of the games for her then! Thanks :)

Umm? If on sale at the Steam store.
I'll also tell you that you can give your Steam wallet to the other party for purchase.
(Although it is not always available ...)

you can give your Steam wallet to the other party

Steam has, as far back as I can recall, always restricted Gift Card purchases to external funds only.

Or, to quote from the current details from that page:

Please note that you cannot use existing wallet funds to purchase a digital gift card.

Further, if you're planning on buying a gift card, you wouldn't likely want to do it through Steam itself;
Rather, it's best to wait for one of the many gift card discounts out there, ranging from saving $2 off $50 (that is, via the normal discount provided by retail store pricing) to saving around 30% off. In fact, you can sometimes bargain them out via general store promotions.
