Yeah, not a steam key, it's attached to the "world of" launcher.
I also noticed for the World of Warships unlock it specifies Tier V to Tier X ships only, so it looks like that one is only available for people who have played WoS for a while. Anyone new should do World of Tanks instead.

It took multiple wins, but I eventually got a pop-up in-game stating that Master of Orion had been unlocked.
It didn't show in the Game Center (despite several reloads) until I hit the refresh icon next to "Install Wargaming.net Games", however.

Yeah, I got it on the first random game win after the tutorial. And that's the thing, it doesn't count the random battle that's part of the tutorial.

You can earn the "new" Master of Orion + DLC by winning one game within World of Tanks or World of Ships.
The game is very likely NOT offered as a Steam key, but as a download via their client.
