Had the same problem. First, you have to start the base game (it is free to play) from the steam client. This way steam knows that you "own" the base game. After that you can try to claim again the DLC.

As far as I know you shouldn't need to run the game at all. If you click "Play Game" and "Yes, Steam is installed" on a free game it should add the game to your library, and you can click "Cancel" when the Install window pops up. (this is how I claimed it)

Stupid Steam site & mobile apps: Neither of them let me claim the base free game before the DLC, as the site just says to get the Steam client (even in Desktop Mode on mobile), and the mobile app doesn't even provide a button to click to try to claim.
Guess I'll have to get off my phone, turn on my computer, and rely on the desktop client...

Probably too late, but you can claim the base game at its store page on a mobile browser by typing into the address bar:

(I found the package id for the free claim searching on steamdb.info)

So with Chrome on Android, I had to disable safe browsing to invoke Javascript directly (despite me allowing it), otherwise it just searches the text. It also doesn't allow pasting of "javascript:" regardless.

yeah the browser likes to eat the javascript: part for some reason when you paste it, but you can still type it back in manually
