The best practice is making sure your first ticket has everything necessary for support to do their job, I believe.
I know it can be quite bothersome and confusing at first, but well. Now that you know the proper procedure for re-roll requests, next time you can start by providing the agreement from the winner to request deletion/re-rolls. I think tickets tend to get lost after the first reply, but not sure why.

I'd wait a bit longer. Tickets can take up to two weeks at times.

I might be mistaken, but I think you can 'unsend' the key, if it's bothering the winners. That should at least stop the 'flashing' winners cup icon.

I wait until I'm sure that the send was successful and in this case I was using coupons that I received from crafting badges and had to add the winners on Steam to gift them. I tried to gift the games upon purchase and Steam said I couldn't because of the region differences so I never marked them sent.

DIG marketplace has Castle of No escape 2 for 79 points, about 80 cents
TremorGames has Fall of Civilization for 299 coins, about 40 cents
First quick search I mistook Castle 2 for 1, which would be 99 coins on Tremor, so the total adds up to over an dollar instead, my bad. But just shows that neither should be that hard to find cheaply.

I made a few giveaways that ended 10 days ago. Two of them ended up being region locked gifts so I asked for a re-roll and was told that because the gifts were region locked they wouldn't grant a re-roll. I don't have a problem with this. The explanation made perfect sense. They don't want to keep doing re-rolls in case future winners are also not eligible due to region differences. My choices were to either accept the giveaway as not received, buy a non region restricted version of the games and give to the winners, or ask to delete the giveaways. I created new tickets asking to delete the giveaways and was told on both of them that I had to include screenshots of conversation with the winners saying that it was OK to delete them. I got the requested screenshots and replied to the same tickets. This was 7 days ago. The tickets are still showing as "pending" but I have had no reply yet. One of the winners messaged me yesterday and asked what is going on. I guess he's tired of seeing a notification saying that he won something.
Was I supposed to make yet another "delete giveaway" ticket with the screenshots or did I do the right thing by responding to the staff comment with the requested screenshots in the same ticket?
