THQ in all it's infinite wisdom decided that the console should be locked, there's no way to access the command to show fps. Your only bet is external programs like the previously mentioned Fraps.

MSi Afterburner has great OSD system for showing GPU temp/loading and FPS.

fraps, shouldn't make your fps drop when not recording unless your pc can't handle multiple applications at once or something

There's an application in your Metro 2033 Steam folder called "metro2033benchmark.exe"

Run it.
