I like the idea but it's not like people can't look at the submitters profile and use good judgement. Well I guess this still might be of some use though. There was another suggestion that's been floating around for a while about having a gift you're going to submit has to be in your steam inventory

Earlier I called out a fake giveaway. Everyone seemed to team up on me and defend the gifter. Turned out not only to be fake, but all his others as well. They were all taken down and he was banned. Even when people look at the user history, it's just never that obvious. You can only do so much detective work.

What I think could help a lot to decrease or end with fake giveaways would be to give points only after the giveaway is complete. Or at least for the first giveaway a person can make. Make something like a "trial" giveaway, it would show at the giveaway page it was the 1st(or for 2-3 giveaways or 1st full giveaway) giveaway by that user or the word "trial" would appear and that giveaway don't give any points out before being completed.

This may or may not already be in effect, if so I apologize in advance though I didn't find it written anywhere. But my idea is that a gifter should have slots allocated based on the number of gifts they've given away successfully.
For 0-4 successful gifts a person can only create one giveaway at a time. For 5-9 successes, two giveaways. For 10-14, three giveaways. And so on and so forth. And diametrically opposed is a system which can reduce giveaway slots as well, for 0-4 bad giveaways reduce the number of slots by 1 (min 1), for 5-9 bad giveaways reduce the number of slots by 2 (min 1), etc.
This still requires checking for fakes, but it reduces the number of fakes that can be posted simultaneously.
