Well, if you really don't want the build I made you yesterday, then yes, it is a decent lowest-level gaming PC capable of running stuff. But you won't be able to expand this PC you linked, or just in very limited ways (for example, the memory support is very limited on that motherboard). I made that combination with the option to add additional parts to it later to prolong lifetime.
If you buy this, go with the GTX 750 Ti. But the HDD will be a major choke point sooner or later, it will slow down the system.

yeah it was too expensive, as I said i got limited budget and 400+ is too much for me :c

You can always wait. I'm gonna build a PC in early 2017 but already saving up the money for it. :)
Other than that, yes, just follow that guide, but don't expect it under 350 USD. Here, this is what PCpartpicker could do for you for that one, with two major tweaks:

The small changes will make sure that this thing can live up to three years without a serious dip in performance. But if you want to play on a PC, you cannot really go under 350 USD. Even your linked article didn't use a case, which in itself is a 20+ USD addition, and the chose storage was terrible for a gaming rig.
