I don't see how that could be any problem. Although it isn't supposed to be used for that purpose, there's nothing mentioning that it's against the rules, as far as I know.

Let's say I have a gift (without regional restrictions) I want to give away, but I want participants to be from RU+CIS.
Can I create a giveaway saying the gift (without regional restrictions) has regional restrictions so participants will be only from RU+CIS or is it against the rules?
