2: no, you will not receive contributor money if he/she doesn't confirm as received
3: just be sure to mention his/her name in support ticket describing what happened, you'll be cleared and he/she will get suspended.

Just send a support ticket.
If you already sent the gift it's highly unlikely you'll get it back, but on the bright side the person will get banned.

will I still get the contributor money?

Better to call that contribution points, before someone actually thinks they will get real money for donating games...
