Many were. Many are. Or unobservant. I just spotted a giveaway a little earlier where the user wanted to create one for Mystery Castle: The Mirror's Secret from the recent 50-cent Groupees bundle, but made one for the unbundled Mystery Castle instead, because that was the first hit on the list.
And of course there are who really don't know if a game was free before and just pick the closest thing in confusion.
They are not the majority though.
Still, when PA was given away for free, and the base version locked down, suddenly we had a few dozen giveaways started for Titans.

In that case digital deluxe edition should be disabled as well.
It actually makes more sense to disable deluxe edition of original game, than Titans, which even has different color thumbnail

You and quite a few others now. I am pretty sure they will add Titans back pretty soon, but it will help if anyone who would like to make a giveaway for it just sent an Add Game ticket. Yeah, support will hate their lives, but they can also cross out a ton of tickets after that.

Seen this kind of thing before, but not with a potentially high CV game.
Indie Gala gave away iBomber Defense I think it was, and that got removed from the list. People starting making gibs for iBomber Defense Pacific instead. SG removed that from the list so people started making them for iBomber attack. That got removed and they started making them for the iBomber pack which included all 3 games so that got removed as well. They were all already bundled though. Still, they never came back.
If that's a precedent then you might be out of luck here too.

Usually when all giveaways for a game are misleading giveaways, it's removed until someone submits a ticket to add it because they actually want to make a legit giveaway for it. So I suppose no one ever asked to add that package back.
Probably why the Deluxe Bundle of PA is still on the list, it was probably removed at some point but I remember there's been a huge discount for it on Bundlestars so some users probably submitted tickets to readd it.

In the case of the iBomber games I dumped the keys on the forum the same day they all got removed. Like I said, they were already bundled and cost about $5 in the store anyway so it wasn't as big a deal as Planetary Annihilation: TITANS might be for a lot of people.

Just curious, because maybe I don't understand the process fully, but does cg have the ability to authorize a giveaway on an individual account basis, while still having a title disabled generally, or is it that the more tickets we all submit, they act like votes, and then cg is more likely to re-enable the game systemwide?

This is one of the reasons why I believe the games should not be removed from the giveaway list, they should be worth 0 CV and cost 1p to enter.
I know it puts a load on the server, but the server is very different then what it was. Maybe something like a flood gate could be used where it only allows 1000 or 2000 per hour (or how ever many might cause the server to crash) to be made and then puts up a message saying more can be made in X amount of time.
Maybe we could do a test with just a couple of games just to see what happens.

No one has ever been able to gift free copies of Titans.
Kickstarters who backed PA got a PA key for there pledge which was upgraded to Titans (this added the game to there stream library directly no steam keys where issued), so there was and is no option to gift it to anyone else.
I have no idea why or how Titans was every taken down from this site.

No, because it could be a simple mistake,they don't know the rules, and some don't even speak/read English.
Also, some people actually have legitimate giveaways created for those games. Can't have them being banned for it.
The game just gets removed until support decides whether or not to put it back in the GA list.

Planetary Annihilation: TITANS just showed up in the June Humble Monthly, but people have noticed that the ability to make giveaways for it has been disabled.
The general understanding seems to be that there were a lot of despicable attempts in the past at exploitation, where keys for the original Planetary Annihilation were used to make giveaways for Planetary Annihilation: TITANS, a newer, more enhanced and bug-free version of the game.
Might it be possible to re-enable giveaways for Planetary Annihilation: TITANS?
On the other hand, if Planetary Annihilation: TITANS was actually given away for free in significant quantities at some point, which no one seems to have a recollection of, then just ignore this plea.
