Unfortunately Steam has a very robust anti-fraud system that gets a lot of false positives. Thankfully they have fixed it in the past couple of years so it is not as horrible. There was once a time that I bought ~20 games as gifts for someone's birthday. They charged me for them then suspended my account because they thought it was fraud. Unfortunately you have to wait for Steam's nonexistent support to perhaps fix it for you... Good luck..

I have had this occur quite a few times myself. Our situations may be varied, but maybe not so I will throw out the issue I dealt with. When it first happened to me I did pretty much the same things you listed above. Then on a whim the next day I hopped into an email account I rarely use... but it is the one attached to my bank. They had had placed a fraud alert on my account, and have numerous times since the first. Each time to verify that I was in fact purchasing from Steam. They get a lot of fraudulent and suspicious activity through Steam (and many other online retailers) so when the "stars align" with your purchase from one of these they will lock up the account. I've become accustomed to it now so I just call the "fraud" number for the bank, answer some questions, and then five to ten minutes later I can purchase again.

I heard that a lot of people have some troubles with the purchasing recently. And I'm one of them :(
I had this problem for a few days, but today I finally got a chance for buying 3 gifts and that's it - I got this problem again! Although I still can buy games for my own library, but that's not what I need -_-
Steam support is slow as always. That's why I'm asking you if anyone can actually help.
I have already tried the beta client and the normal one as well as rebooting, trying to purchase on browser and etc.
