There's no pay enter for my giveaways, all for free

I fail to see how unless he is asking people to subscribe for the chance to win games. Otherwise all these people leaving notes to check out their stream would all be in error as well. I mean if you block all streamers on this principle the site would likely decline quite a bit. I'm not really seeing where some streamer making a giveaway group is some issue. What about all these curators that promise giveaways once milestones are reached? Then again I'm not really qualified to say anything so take it with a grain of salt.
