Yeah, it would. When I come across a GA like that I ask and if they don't reply I don't normally enter for it. Of course not everyone reads the giveaway descriptions so some will enter regardless, and that's fine as that's not a requirement.
When there's a reroll request for something like this it can leave the winner wondering why the win disappeared, so the giveaway creator mentioning it in the giveaway description could help that situation.

It also would reduce the amount of reroll requests necessary in the first place and the amount of discussion around it.
It would be even cooler to just include a selectable option "Entering for parts of package allowed" when creating the giveaway and then including that information automatically (I know it's impossible to actually block people from entering). That way, it would become much more known, used and understood pretty fast. If only this site had an admin who still cared. sigh

Sure but that doesn't force people to see the option and decide whether to allow it or not.
A lot of people simply don't know that a) one can enter giveaways for bundles / packages / xyz-editions even though already owning some or even all of the contents and that b) giveaway creators do have the right to decide if they allow a winner who already owns part of the win or if they request a reroll in that case.
That option would make that information known to most people in a pretty short amount of time.
But it's all hopes and dreams anyways since the site admin doesn't care anymore and thus this kind of change won't happen.

And now go look at that changelog and find the updates that included a new feature requested by users or mods. Don't get me wrong: bug fixes, software updates and performance improvements are cool and necessary, but one minor new feature or usability improvement per year is not really caring in my opinion, it's maintaining.

Sadly, means this that only 10 - 15% read the description. That shown all tests that i seen or made by myself.

A PSA for those not aware. When it comes to giveaways that are Game of the Year Edition or ones that include the base game and DLC the giveaway creator has the option to allow people who own the base game to enter for the DLC or not to. The giveaway creator can choose to reroll the giveaway to a new winner if they have the base game and/or majority of the contents of the giveaway. As a giveaway creator you may notice some people commenting asking if it's okay, what I've mentioned above is the reason they are asking.
For those that create giveaways like this it would be a great courtesy to the SG community if you could include in the giveaway description if it's okay or not okay to enter for just the DLC.
