Yup, you're overthinking that. While the comments are available to anyone that can see the giveaway (which most of the time won't happen, as I imagine people don't just start randomly looking at ended giveaway comment sections - with a few exceptions, like puzzles and such), it's not the same as say, you telling me in this topic that user X broke a rule or something like that. You can safely use the giveaway comment section to resolve issues related to said giveaway. It would, however, be 'calling out' if you accuse the user of making a fake giveaway before it ended, so do keep that in mind.

What is wrong with just commenting on the giveaway itself that there is something wrong or adding the GA creator on Steam?

Currently there's no way to tell the gifter that that there is a problem with the key sent until a week later. Looking through the previous recommendations, I see we're not adding a communication channel for Winner/Gifter to talk, so how about a simple button? A button, that indicates there's some concern with the key, something that prompts the gifter to double check.
That is of course, if we're super serious about not just adding an opt in communication channel between both parties. A button to hit saying "I wanna talk", allowing the other party to accept.
