What to do in this situation?
That's what I'm feeling at the moment, to be honest. I'm skeptical if the GA had already ended months ago.

Majority opinion seems to incline towards ignoring the suspended user. I'm willing to give people second chances but not if it ends up burning myself in the process. I'll try to wait and see what others say, I guess. Thanks for your help!

My thought would be to ignore peoples opinions here, and instead contact a moderator to find out what you should do. Surely if they say you should do the reroll, and the key ends up being no good, they will correct the issue and the other user will lose his second chance. As you can see from lior's thread, public opinion isn't the best thing to go on.

It's up to you. I wouldn't reroll unless they gifted the full version of the game to me. I think the chain of events is too sketchy, and once the reroll is processed and the key doesn't work, you're the one that's burned.

Ignore him. He could have asked immediately for a re-roll. Not your problem if he changes his mind months later, after being caught breaking the rules. Especially as he doesn't seem too trustworthy. The absolute minimum should be that there are no risks for you.

+1 as it's been several months some users may be inactive/already own the game in the meanwhile so it might take a lot of rerolls to find a valid winner

Refuse the re-roll it's not even close to worth the hassle at this point. If they change feedback later then contact support and they should be able to mark it decided on their end.

I believe the chances are that if you agree to reroll and it turns out the key was used (cause it was available to the first winner) so that the winner it was rerolled to cannot activate it, support has the possibility to reverse the reroll and force feedback to received. (So situation is the same as of now.)
Of course this course of action is quite some work not only for you but also for support. If you decide to go that route, please ask support about it in a reroll ticket/ other ticket cause my opinion is certainly no official statement.
You also could delete the giveaway so the offender wouldn't have multiple wins no more. Of course you wouldn't need to agree on this, but the other user could compensate you for the lost game.

If he claims he did not use your key, you cannot be 100% sure about that without involving Steam support. Even if he is completely honest with you, mistakes happen, in the most obvious case he could have activated your key and not the key from the second giveaway, especially considering the age of both giveaways.
My suggestion:
If he gives you the giftable copy of the game he won, either reroll (know that you might have to reroll multiple times due to the age of the giveaway) or delete your giveaway and re-create it (if doing so won't cause your level to drop due to the game being bundled after you've given it away). You can also delete the giveaway if he gives you some other game you deem suitable as a compensation.
It's not your fault that he won the same game twice and kept silent about this. So you're not obliged to help him out or even do anything in a situation like this.

Rerolling the giveaway seems like it would only serve to increase the workload of the support team. There's no telling how many people who had previously entered my GA already have the game in their account. This particular game has been given away for so many times after all. Deleting the giveaway and re-creating it seems to be the best option. Unfortunately, it seems that even the Premium Upgrade was given away for free sometime after my GA has ended, as it doesn't show up in the GA creation screen anymore. The only option left is to tell him to give me some sort of compensation (ie. any game that gives the same amount of CV). But I'm not sure if he could accept it or not.

that's quite the conundrum even after seeing what sleepy had to say. on top of the fact that the base game has been free and many many of those entries now have it, they could still delete the free base game and apply the premium content key (if it truly is still a valid key and was genuinely left untouched). however telling the winner that after a 2month old re-roll, they still may not care and want the reroll anyways. imo, i see that particular game too much of a hassle for a re-roll but maybe consider a different form of compensation like sleepy suggested if you're willing to work with them at all that is.

I'm pretty sure you can activate a complete edition of the game even if you already own the base game (and even if you're only missing a single DLC), that's why I didn't want to check the key myself.
A different form of compensation is probably the only option left, but I'm not sure if he would want to comply with it or not.

oh yeah, that's true. i was thinking more of a beta to regular license swap out, in those cases it can be done you just have to delete the beta license first.. but my bad..
still though yeah, with that game in this circumstance, different form of compensation is much safer for you, and far less hassle for staff.

A winner of my GA decided to contact me after several months. Apparently, he was suspended recently because of multiple wins. He tried sending me back a gift copy of the game, but it was only the base game that everyone received for free (Minion Masters). Upon notifying him about this, he insisted that the key that I sent him was unactivated and suggested that I reroll for him. The problem is, the GA in question had already ended months ago and there's no way to check whether the key was activated or not, as I sent it in a plain key format. I can't check the key myself as I do not own the DLC.
Never dealt with something like this before, so suggestions from wiser SG members would be appreciated.

EDIT: I talked to him about giving me a game that is valued $20 in CV, but it seems he isn't willing to do so. Thanks for the suggestions though.
