I know in certain cases you can edit an ini file or launch with -window or -windowed in the command line, but it doesn't always work, is there any program/way to force games into windowed mode in an easy way?

if game does not support windowed mode you may try to emulate it by some wrapper like DxWnd.

I am actually trying that now but i am taking Hare in a Hat as an example game and follow the Gorky 17 instructions here http://steamcommunity.com/app/253920/discussions/0/846965705321004825/%3Fl%3Drussian
But not working so far, but there might be games that gonna refuse even with this program?

Also it's a bit tedious having to manually add every game single handed, if there was a way to always have it intercept, that would be better.

there is not a single solution that will work for everything, as different games uses different setups to stream their data. All you can do is to try different methods if basic ones are not supported. Also check other programs listed in jbond's post - it's a nice list, my proposition turns out to be just one of things mentioned ;)

Remember then in ALLOT of cases the combination ALT+Enter also works.

From the games i tried about 50% alt+enter doesn't work or have any other way by menu.
Especially on older games, or a majority of indie games. AAA games has more chances where alt+enter would work.

I like to watch tv shows while playing a game, so that's why i am looking for it.

Well about 95% of all older games can be put into windows mode just by finding the default configuration files in the instalation folders.
Forcing something in windows mode troughout i believe a Fake window desktop to run the game in could cause allot of problembs with lag, i have yet to see a good functional one.
