Can I activate game unavaible in my region?

Most games, sure. A few will not activate in regions where it isn't sold, but I don't imagine that is on of them.

You can activate games even if they do not show in your Steam store as long as they are not restricted to another region.

Railroad Tycoon 3 is not available to Australians in the store but I was still able to activate it from the Humble Bundle.
