A neon bundle with no preorder?

Tier 1 - Liquid neon froze my wallet to $1 only.
Tier 2 - I'm buying it, even though Neon has the atomic number of ten and I'm paying for 9 games only.
Neon Can be Found in stars, and I can find these games in my library already. I am skipping it.
If neon is an asphyxiant gas, is it safe for me to buy this bundle? I'll decide later...

Only missing 4... for $3 I think they are being a bit optimistic. Looks like games you'd find on 5 cent key sites to me.

Surprise!

The problem is that it's the only RU shop selling some of the games and it only accepts QIWI or YANDEX for payment, which is a bit difficult to have (unless you're russian).
