SGT's entry check can only check if they pass the filter, not if they enter the giveaway.
You have to manually (temporarily) blacklist anyone that passes and doesn't enter (you can avoid respectful individuals doing that just by making it clear you're only giving away a single game, so they don't test to see if you've put up a train), and then edit the entries filter to a higher number. Keep repeating until you have the number of entrants you want.
