the threshold is supposed to be 95%, and since RU/CIS have no further discount beyond the 93% then under normal circumstances it shouldn't get moved. but bundler may decide differently in this case. nobody really knows but them.

normal sales on steam that hit 90% are very risky because 90% EU/NA price discount typically means RU/CIS will have 96% discount, therefore it will still in turn be considered bundled. in this instance RU/CIS didn't have a higher discount rate, so it's pretty unlikely. but i've never read they actually changed it anywhere before, just that 90% isn't in itself safe from being moved to bundlelist.

That's because those bundles (if you could even call them that) were not discounted enough to make the bundle list here. There are numerous 'bundled' games that have not made the bundle list here, and conversely some games that are on the bundle list despite not being bundled. They are not necessarily the same thing (or mutually inclusive).

A person from Spain could activate it, a person from Russia couldn't. Might have the same lock as the one on Gamesplanet: "... cannot be activated from: Russian Federation, Armenia, Azerbaijan, Belarus, Estonia, Georgia, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Republic of Moldova, Tajikistan, Turkmenistan, Uzbekistan, Ukraine, Poland, Czech Republic, Slovakia, Hungary" Seems people from Estonia, lithuania and Poland can activate it. Possible only the CIS region is excluded.

Yeah, I'm not really sure what the restrictions areas we don't really know what the database entry for this key is, I just assumed that based on what people said.
Somebody said that they were able to activate the key from Lithuania so it should work from Estonia too, I think. So far people from Russia and Ukraine seemed unable to activate it based on comments.

Both New Vegas versions (ROW and Eastern Europe) are actually region-free. This is a common problem, when someone buys the base game from a Russian trader or G2A, and they realise that when they want to buy a DLC, the two games are actually completely different products (separate community pages and achievements, too).

Yeah, you're probably right, since I had Dishonored, but I wanted the DLCs too. Buying them separately was more expensive, so I bought the complete edition, hoping that it'd just add the missing parts. Instead I got a "Dishonored (RU)" and because of that there were different achievements and all :/

As I found out, it is actually bloody 1C/Cenega, as they managed to get the exclusive publishing deal from Bethesda for this region. Since the games therefore are handled by a different company, they needed new product numbers on Steam. The deal ended a little while back though, so later games have a more sane store life.

Yes, it is. The double region on this game still leads to constant issues like this one. It was a lot worse before Steam cracked down on cross-region trading, because then the ROW FO:NV community was full of "I have two New Vegas' in my library" comments. And it stil happens, so both versions still actually work for anyone, as long as they have a working key.

Region-Locked for me. RU/CIS here... I wanted to remove my Fallout (RU region) and activate this one. Thank gods, I tried it on wife's acc first. It says "This .. not available for purchase in your country. Purchase has been cancelled". I had no problem purchasing it from Amazon, though.

It's very possible that Steamdb's information about purchase-restriction is not 100% accurate.
I just found out 2 other possible subs for ROW Ultimate Edition:

Since RU/CIS region people report that they can't activate - That should verify that Amazon's keys can't be sub 13966.
My final guess is that Czech, Poland, Hungary etc European countries on the list were probably purchase-blocked originally - but they may have been later unblocked, and that change-information may not have (correctly) reached steamdb.
in the end, the only sure way is to just try and see if it works. but most of the time information from steamdb is accurate.
