I can think of three:
Put a requirement in the giveaway description that you have to post a joke in the thread or as a comment to the giveaway or else it'll be rerolled. A few downsides are that there might be a lot of rerolls, and the people who get rerolled might get upset.
Say that you'll send a link to everyone who posts a joke. (Like this thread, I suppose.) This would probably be a logistical nightmare for you, though, to contact all the people that post a joke.
Have a thread where the person who tells the funniest joke (judged by you) would be gifted a game. This would not have the crazy complexity of contacting 50-100 people, it would just be 1 person. However, it would be outside the Steam Gifts giveaway system, it would just be a forum contest.

It's more a funny story than a joke. There was once that giveaway in the forums and people entered for it. Someone posted exactly the same giveaway in this giveaway without hiding the url in the sourcecode...and no one ever found it. True story.

That sucks that the winners didn't leave a joke. Hugs! Can you set a requirement (like answering a question) and then reroll if the requirement isn't met? I assume you can since I see a lot of people stating if you don't comment and you win I'll reroll it. Since it's a private giveaway and you're setting up something for people to "get" to it I don't see anything wrong with listing some ground rules.
As for a joke myself, I do have a favorite joke, and I was telling it constantly last summer.... now for some bizarre reason I can't remember it at all. It's driving me insane. I'll see if I can get someone to spur my memory tomorrow! Whether I can remember it, or not, I hope that things have cheered up for you. Moar hugs for Sparkle

Giveaway is over but here's one of my Fave's:
There once was a blind man who decided to visit Texas. When he got on the plane, he felt the seats and said, "Wow, these seats are big!" The person next to him answered, "Everything is big in Texas."
When he finally arrived in Texas, he decided to visit a bar. Upon arriving in the bar, he ordered a beer and got a mug placed between his hands. He exclaimed, "Wow these mugs are big!" The bartender replied, "Everything is big in Texas."
After a couple of beers, the blind man asked the bartender where the bathroom was located. The bartender replied, "Second door to the right." The blind man headed for the bathroom, but accidentally tripped and skipped the second door. Instead, he entered the third door, which led to the swimming pool and fell into the pool by accident.
Scared to death, the blind man started shouting, "Don't flush, don't flush!"
