Weird... nothing so far about it on their homepage, their Twitter or on the news section of their storepage. And it seems it went straight free2play, not free2keep redeemable for a limited time.
Where did you get the information about the 10th anniversary and this being related to that? Because Camouflaj was founded in 2011 and their 10th anniversary was in 2021 and they released the République Anniversary Edition in March 2022:

It's also free on the Oculus store. You need to get the Rift version for free first and then you're able to claim the Quest version.
