I've replied yesterday to their e-mail with Google Drive link with a polite request for a Steam key instead, and after 10h or so I've got another e-mail with an apology and a key. Sure they could have handled it a bit better from the beginning, but as it is they try to do, what they can, to fix the situation, so I don't think, that complaining would really be justified.

I don't mind DRM free, but I can appreciate everyone feeling a little bitter when a key was promised. They should have disclosed this would happen in the event keys ran out.

They more than likely underestimated the response and thought they had plenty of keys where it wouldn't have run out. Unfortunately most of these type of giveaways result in people doing shady greedy stuff like submitting multiple throw away emails, creating a ton of multiple accounts etc. etc. to obtain a bunch of keys to sell on the grey market or trade off. When that type of stuff happens, then the majority of the issue lies with the shady greedy people.

I'm really surprised, that they decide to send keys at all, instead of crediting keys directly to Steam accounts using the Steam shared login. I wonder, is this option available only to large publishers like Paradox? Probably not, because IIRC Starbreeze Publishing has been able to do this at least once with Payday 2.

It used to be the case even with bundles, but then Valve supposedly discontinued oauth key activation (there were announcements from humble and the like), though I am certain it is still available at least for the big publishers, because I've seen some of them still using it recently (Overkill for Payday 2 masks, SEGA for Total War DLCs etc.).
