Google-returned discussions on the matter seem to most reliably mention that this is normal if your associated phone number ( some threads indicated current ip address as well (so check that it isn't a VPN issue) ) isn't from the region your paypal account is registered to. A few comments indicated it can also happen if one of your linked credit cards is expired.
One returned result indicated that if the person you're trying to send the money to creates a donation button (Summary>Selling tools>Create button) you should still be able to send them the money through that method, regardless (Though, of course, if that works, then as with friends & family, you'd end up bypassing paypal protections that way).

Yeah, I'm currently on vacations, so that's probably why this issue appeared. But it never happened before when i was traveling, i really don't understand what triggered that idiotic protection system this time.

If you're comfortable and familiar with VPN usage, you might try VPNing your IP to a region closer to what Paypal expects, see if that 'untriggers' it. (On the other hand, who knows if that'll just irritate it more.) It does seem a pretty wonky system for them to have in place. Flip side, now that you've an idea of the issue, maybe their support staff can help you. Though, given my own experiences with Paypal support post-ebay-split, my expectations aren't high.

Unfortunately, there is no VPN with IPs of my country, even in paid VPNs. And yeah, paypal support is useless, i even called to they customer support but got only "ask your seller to wait a little longer while issue will be resolved" solution.

I had that once when I was copying an email-adress from somewhere and there was a hidden <div>-Tag that Paypal doesn't see and you don't see when pasting there. I just saw it by pasting to notepad. Deleted it and pasted again. Worked.

Yes in email field ... was not visible but was there ... was copied to clipoard somehow when I copied mail from a html mail

Doesn't work for me unfortunately, i'm just choosing email from my contact list and can't change it, manual enter doesn't do a trick either.

Hello guys, i have a problem with Paypal and don't know what to do. For some mysterious reasons Paypal is refusing to send my payments and even PP support don't know why this happening. I'm trying to send payment to merchant, but i keep getting this error:

Clearing cache didn't helped either, and i don't think that problem is with my browser, because i also tried to download PayPal android app and send payment through it but got the same error again. I also tried to add new credit card, payed without any problem by PayPal in online shop, but i still getting this error when i'm trying to send payment on specific e-mail. It's been 3 days already, i need to pay somehow for IG bundles to my group buys host, but i don't know what to do.
