VTM: Bloodlines.
At start pick any vampire clan (but for Malkavian and Nosferatu which both have an ability to become 100% invisible for a short period of time and are for some other reasons not suitable for the first play-through) and you get one of the best stealth based action rpgs out there. Lots and lots of pretty hard stealth missions.
I also consider it to be one of the best RPGs ever made.

I've played lots of RPGs and that one is one of the best I've played. It has an awesome plot and plot twists, awesome characters, amazing dialogs, awesome music, awesome gameplay mechanics... I can go on forever.
If you get the game - don't forget to get the latest VTM Unofficial Patch as well. The game is awesome, but had its flows during release. Naturally fans had to do smth about it, so a wild patch appeared and it's been supported for years now.
As most Unoffical patches, this one will make all the bugs initially left in the game go away. It also restores lots of cut content and improves the playthrough experience - making it MUCH MORE enjoyable.

Basically where stealth is rewarded, but that you have an option to play a ranged character all/most of the time.

I enjoyed parts of the first Mass Effect with the sniper rifle, likewise with Borderlands 2 (I'm VERY early in gameplay on that one, though).
The Batman series has its moments as well with drop snags (or whatever they're called) and remote detonations. I realize the drop-down isn't long-range, but it has a similar effect (and not at all realistic, since the dumb thugs don't ever look up. Lol.).
