How do i make a giveway

Read the guidelines about gifting: https://www.steamgifts.com/about/guidelines

Go here and type the name of the game you want to give away. If it shows up, you can create a giveaway for it.
Buy the game on Steam or on a reseller site (humblebundle, indiegala, ...). Check if any region restrictions are mentioned.
Go back to https://www.steamgifts.com/giveaways/new and fill out all the details. For starters you should do "public" giveaways.
After the giveaway is over, contact the winner and give them the gift/key.
