A question about steam offers bugging out

So I wanted to send a trade offer but get this message "There was an error sending your trade offer. We were unable to contact the game's item server. The game's item server may be down or Steam may be experiencing temporary connectivity issues. Please try again later."
Tried again in about 10 hours still got the same bug O.o
And I have 1 pending trade offer but when I try to see that pending trade offer (which I sent) I get this "There was an error retrieving your trade offers. Please try again later."

Does anyone know a reason why this could be happening or a way to fix it?

P.S. items I am trying to send are steam coupons
