edit: i would personally never use anything like 'dllfixer' or 'tune up utilities', in fact I'm pretty certain its actually Malware/spyware/virus.... be careful what you install! So you may have another problem.

Make sure Raw Mouse Input is selected in Half Life 2 and other source games. If you have windows 8.1 follow the links by the guy above, it's a known problem.

Update: I have tried turning on Raw Input and turning off Mouse Acceleration in CS:GO but it did no good. I also tried changing registry, option in Mouse but it did not do anything for my problem at all.......sob :(
However, there is one huge progress...I think: Even though I still suffer horrifying lag when dragging my wireless mouse, it's not laggy much at all when I used the Touchpad on my laptop in CS:GO but still bad compared to the fps I used to have. It's still laggy to a lesser extent when I used the touchpad compared to when I moved my mouse around in Starbound.
Does the use of a new mouse (bought 2 weeks ago) have anything to do with this?
I also updated the driver for my video card, if that does mean anything. I also tried to turn off Vsync for all those game that were affected.

If this is a new mouse, have you tried going back to the old mouse to see if the problem goes away? If the old mouse is dead and/or unusable then I would suggest trying just a wired mouse of any kind to see if it is related to the wireless connection of the new mouse.

Tried the old mouse but only with Starbound and there is no difference, still a huge spike in FPS. I will try the old one with other games shortly.

Have you V-sync enabled? It causes annoying stutter in ALL Valve games for me.
Valve cannot do Vsync. At all.

1) deinstall all the "cleanup" tools - they're basically useless. You can leave CCleaner though. But everything else -> uninstall.
2) What's your computer's Hardware? Detailed please
3) Have you tried using a wired mouse instead of a wireless one?

FINAL UPDATE! I have fixed the problem! It was a facking malware, the stij.exe and after neutralized that bloody bastard, everything is working all fine and dandy now!

I am experiencing significantly bad frame rate every time I drag my mouse in these games: CS:GO, HL2, L4D2, and Starbound. It felt like the screen froze in a second with the audio being repeated. I did not have a problem playing HL2, CS:GO before. In case of L4D2, the game ran smoothly while I was using my gamepad instead of K&M. Starbound was no exception though it's the only non-source game [so far] that I also am having issues. I could move my character around without any stuttering but the moment I moved my mouse, the frame rate dropped really bad. I have tried other games like TES 4&5, X-COM, GTA SA, Star Wars Battlefront 2 (which I have an overheating problem but let's leave that to another day), and Warframe and none of them gave me the same horrific experience as those with the stuttering. For non-steam game, I experienced mild stuttering in Yugi Oh trading card games.

Have any of you experienced something like this? Do you know how I can fix it? I have tried a lot of things but nothing works so far. I'm using this mouse and recently I have installed lots of cleaning program like dll fixer, cclean, some tune-up utilities.
