Maybe try uninstalling it and then reinstalling it? If you can uninstall it then try playing a game without it to see if you can live without the app
EDIT: I found this site that supposedly says you can manually update the app, give it a read: http://support.xbox.com/en-US/xbox-on-windows/getting-started/verify-version-xbox-app-on-windows-10

Try the second option. It won't fix the app, but will disable dvr

Im getting crazy, i can't play video games anymore because Xbox App refuses to update or open.
I need to update it in order to disable DVR game recording, but i cant open the app itself.
I tried multiple things including rolling back my OS to a previous version of Windows 10, but nothing.
I cleared Windows Store cache and files but nothing seems to work, i can update all the other apps with no problem but when it comes to Xbox it just gives me Error 0x80070003 i've already did every tutorial out there... I just want to enjoy my games....
