You are the one who gives it out, per rules you can decide how much of the package is ok to own:

The giveaway creator may request a new winner if they believe you own too many of the packaged games.

So for example if YOU decide that someone owning 2/3 games, or even 1/3, is "too much" then you can reroll as per rules. But if you are fine with owning any number you can send them.

Possible, but ive also seen people doing giveaway sometimes not sure is there site-wide rule about not being able to join if they only own 2/3 for example ^^
Hope that makes sense (im tired and usually write bad due that, is all)
